Parliamentary Bill
Two Private Bills, which would give City of Edinburgh Council the powers to construct and operate Lines One and Two in Edinburgh were introduced to the Scottish Parliament in January 2004. The closing date for receipt of formal objections was 29 March 2004. All representations that have been submitted to the Scottish Parliament Private Bills Unit are available on the Internet at www.scottish.parliament.uk

In June Committees were established by the Scottish Parliament to consider each of the Bills. This process has a number of stages and, since a separate Committee is dealing with each of the Line One and Line Two Bills, each Bill might reach different stages of this process at different times.
First there wil be the Preliminary Stage, when the Committee considers the general principles of the Bill and gives preliminary consideration to objections. There will then be a debate and vote in the Parliament on the general principles of the Bill and whether it should pass to the Consideration Stage. If it does so, this is when detailed objections may be heard and amendments to the Bill may be considered. Then follows the Final Stage, when the Bill will be considered by the Parliament as a whole. Further amendments may be made and there will be a vote on whether the Bill should be passed and go on to receive Royal Assent.
